MYRTLE BEACH, SC (WMBF) – Myrtle Beach police arrested a man who allegedly overdosed in a vehicle after using heroin, while a 1-year-old infant was in a car seat in the back.

Joshua Cody Paugh, 29, was charged with unlawful neglect of a child, according to information from the Myrtle Beach Police Department’s website.

According to the incident report, police responded to 1700 S. Kings Hwy., in reference to a medical call on Sunday. When officers arrived, they reportedly found the suspect unconscious in the driver’s seat of the vehicle. Paramedics worked to revive him due to his allegedly overdosing on a narcotic, according to the report.

When Paugh regained consciousness, he told police he used heroin, the report stated. Traces of the narcotic were reportedly not found in the vehicle, but a needle was found in the suspect’s pocket.

The child was located in a car seat in the back of the vehicle, the report stated.

“The victim did not have any way to obtain food or water while the offender was unconscious,” the incident report stated. “The victim could not care for herself. The victim was unconscious for an extended period of time.”

Law enforcement took the child into emergency protective custody and the Department of Social Services was contacted.
