Report: Man gave teen marijuana, alcohol, then sexually assaulted her

MYRTLE BEACH, SC (WMBF) – A 31-year-old Myrtle Beach man turned himself in to police on Monday after admitting to touching and having sex with a teenage girl, according to a police report.

The victim, who is now 16, told police that Scott Richard Rowan began sexually assaulting her when she was 10 years old. She said he would sometimes give her alcohol or marijuana and inappropriately touch her. She told police that when she was 14, they began having sex. Rowan told her that if she ever told anyone, no one would believe her “because she was a liar,” the Horry County Police report states.

The victim told a 34-year-old woman about the alleged assault. The woman then questioned Rowan, who admitted that he had touched girls and sexually assaulted the victim, the report states. Police questioned another alleged victim, who said that Rowan had assaulted her when she was 13.

On November 12, police presented the case to a Magistrate, who found probable cause and issued arrest warrants for Rowan. He turned himself in to Horry County Police on Monday and was booked into J. Reuben Long Detention Center on charges of criminal sexual conduct with a minor 11 to 14 years of age, second degree, and criminal sexual conduct with a minor, third degree. He was released later in the day on a $10,000 bond, according to jail records.
