Unofficial results call for runoff election for Horry County Council District 3 seat

HORRY COUNTY, SC (WMBF) – The special primary for the District 3 seat on Horry County Council resulted in a runoff between Bob Kelly and Oliver “Bubba” Owens.

Bob Kelly got 40 percent of Tuesday’s votes and though he didn't get enough to win the primary outright with more than 50 percent, he feels today's results still speak volumes.

With voting closing at 7 p.m., by 8 p.m. votes started arriving at the voting registration building.

The results from each of the 11 polling places came through the doors in locked suitcases. They were opened and votes were loaded into the county's counting software.

The results...Bob Kelly with 40 percent, Oliver Bubba Owens with 24 percent, Ethan Leyshon with 22 percent and Keith VanWinkle with 14 percent.

Kelly says he wasn't ruling out the possibility of a run off because there were four candidates but he is pleased with the outcome and still feels it's a victory.

“I’m feeling great, very humbling indeed. Out of four candidates, I got 40 percent of the votes. I think people came out and spoke as they should and I think they believe in the issues that I have, and I’m glad they came out,” Kelly said.  

WMBF News reached out to Oliver “Bubba” Owens through calls and text messages and even went to the address on his filing sheet but did not get a comment from him.

These results are unofficial. The runoff election is scheduled for November 17.

The candidate with the most votes will be on the ballot in the general election against Democrat Jimmy Washington.

The general election is scheduled for December 22.
