DARLINGTON COUNTY, SC (WMBF) – A Society Hill woman and a Darlington man were arrested Tuesday for unlawful neglect after the woman's two children tested positive for exposure to drugs, according to Darlington County Sheriff J. Wayne Byrd.
Chelsea Christine Holden, age 21, of Flat Creek Road, and Bruce Edward Bruce, age 32, of Leavenworth Road, are both charged with two counts of neglect by legal custodian, according to the Darlington County Detention Center website.
The Department of Social Services made a referral to the DCSO on this case after it was reported to them that Holden was using an illegal substance such as marijuana while in the presence of her children, according to a DCSO police report.
The police report states DSS received reports that Holden's boyfriend, Bruce, was selling the illegal substance and smoking marijuana. DSS was also informed that Holden had several domestic violence episodes in front of the children and that the home had no running water.
Holden's two children tested positive for THC and cocaine on ChildGuard exposure screens, the report states.
Holden tested positive for THC on a hair and urine screen and Bruce tested positive for THC on a urine screen but refused a hair follicle test due to his religion, the report states.
It was also reported to DSS that Holden was selling her food stamps to buy the illegal substance she was using and that her children always appeared to be hungry and asking for food, the report states.
Holden and Bruce are being held at the DCDC; Bruce is being held on $20,000 bond.
