9 arrested in Florence prostitution sting

FLORENCE, SC (WMBF) – The Florence Police Department arrested nine people during a two-day prostitution operation, according to Major Carlos Raines of the Florence City Police Department.  

The operation involved communicating using a website known for soliciting prostitution to make the following arrests possible:

  • Derrick Lowery, 37, of Timmonsville, charged with aiding and abetting prostitution and DUS
  • Michael Kenny Carter, 28 of Columbia, charged with solicitation of prostitution
  • Octavia Williams, 19, of Columbia, charged with solicitation of prostitution
  • Tieccia Lair, 21, of Columbia, charged with solicitation of prostitution
  • McKayla Mastroly, 17, homeless, charged with solicitation of prostitution
  • James Junior Goodman, 43, of Turbeville, charged with solicitation of prostitution
  • Jackie Wayne Outlar, 38, of Dillon, charged with solicitation
  • Miguel A. Sandoval, 37, of Niceville, FL, solicitation and simple possession marijuana
  • Jamario S. Crump, 27, of Baldwin, MS, solicitation of prostitution

    The Dillon County Sheriff’s Office is on scene of a fatal shooting on Germantown Place, according to Captain Cliff Arnette. Details are limited at this point in the investigation, but Arnette confirms one fatality. The shooting happened Saturday afternoon, and the investigation is ongoing.
