Florence County School District 3 board boundaries changing

MAY 22, 2015

LAKE CITY, SC – Three voting district [sic] for Florence County School District Three's board of trustees elections will undergo some minor boundary adjustments based on census data, according to Bobby Bowers, director of mapping and census in the S.C. Revenue and Fiscal Affairs Office.

Bowers met Tuesday, May 19, with the board of trustees to explain the boundary changes. Bowers said the changes are necessary to remain in compliance with Section 2 of the 1965 Voting Rights Act by maintaining a deviation of less than 10 percent between the white voting age population and the black voting age population.

According to Bowers, the deviation for Seat #2, which covers the Coward area, is nearly 21 percent. The review of demographics for school district statewide was prompted by lawsuits filed in Jasper and Colleton counties, he said.

In order to correct the disparity, voting district boundaries that border Seat #2 with Seat #1 and Seat #7 need minor adjustments.

Those adjustments include:

A portion of McAllister Mill Road and areas northeast include sections of Lynch Road, Salem Road and Rainbow Road will now vote for Seat #1.

A portion of New Coward Road and Gause Canal Road and some other areas north of East Friendfield Road will now vote for Seat #7.

The Florence County Legislative Delegation must now introduce a bill in both the House and Senate to reflect the boundary changes. After three readings in both the House and Senate, the bill will be sent for the governor's signature in order for the bill to become law. Bowers said the changes will not require approval from the U.S. Justice Department.

The changes will be effective in time for the August filing period for Seats # 4B, 6 and 7B and the November elections, Bowers said.
