Horry County Police make 27 arrests during 2015 Harley Rally

HORRY COUNTY, SC (WMBF) - The 2015 Harley Rally wrapped up Sunday and the Horry County Police Department released statistics of warnings, courtesies and arrests they issued during the event.

According to the special activity report, a total of 162 warnings were given, 27 arrests were made and 153 courtesies were issued. Fines and bond amounts added up to $48,791.50, which totaled to $32,652.50 less than what was collected 2013, a nearly 40% decrease.

"I know the weather was a big factor," said Horry County Police Lt. Raul Denis. "That kept a lot of people away until the last possible minute then maybe that made some people cancel their trips altogether. We were glad for it."

Lt. Denis said warnings mean someone was warned for a violation, arrests indicate that an individual was taken into custody for a crime or violation, and a courtesy means that someone got a fine or ticket for a violation, but was not taken into custody.

The report states the highest number of warnings (49) and courtesies (33) came from speeding violations and the highest number of arrests came from narcotics violations (9).

Equipment and vehicle license violations were also common throughout the week.

"When you get a lot of people gathered up in a place like that, you find a lot more of that," Lt. Denis said.

Lt. Denis said the department is now getting ready for Bikefest when even more officers will be on patrol and assigned to specific geographic zones.

Matthew James Oswald, 31, from Conway, was arrested by Horry County police at 1:15 p.m. Wednesday and charged with sexual battery with a student. As of Thursday morning, he remained incarcerated at J. Reuben Long Detention Center.
