RALEIGH, N.C. (AP) - Another solution to unravel North Carolina's budget knot has been proposed by the state Senate.

The latest plan would offer 8 percent average pay raises for teachers but still eliminate funding for teacher assistants for third grade.

Senate Republicans rolled out their offer during a public meeting Tuesday that also scaled back some eligibility reductions for Medicaid recipients.

Chief Senate budget negotiator Harry Brown of Jacksonville says his chamber made many concessions on this latest offer, which have been going back forth from the House and Senate for the past two weeks. The Senate previously wanted average 11 percent teacher raises.

House Republicans thanked Brown for the offer but still questioned the continued loss of teacher assistants and Medicaid services for people currently living in adult care homes.
