A Justice Department statement says 28-year-old Matthew Aaron Llaneza was planning to set off a car bomb outside Bank of America.
According to an affidavit, Llaneza hoped the attack would be blamed on anti-government militias and eventually trigger a civil war.
He was arrested in an undercover FBI operation Thursday night, the night he planned to attack.
He's facing an attempted use of a weapon of mass destruction charge.
He appeared in court Friday and will be back in court for a bail hearing on Feb. 13.
