Man faces charges for sexual advances on vacationing teen

SURFSIDE BEACH, SC (WMBF) – An Indiana man is facing charges for what reports show was unwarranted sexual advances on a teen vacationing in the Grand Strand.

An 18-year-old girl reported to police that 63-year-old Frank Robert Riggs of Charlestown, Indiana entered her room as she was unpacking her suitcase in Surfside over the weekend.

The incident report from Horry County Police states Riggs made sexual advances toward the victim, grabbing her and making sexual remarks. The victim claimed she was afraid of Riggs because of his size.

The report continues to say that the victim called her family back home, and they reported the incident to the family the teen traveled to South Carolina with.

When questioned by police, Riggs commented that the victim was 18 years old, so he didn't see any fault in his actions. Riggs is employed by Child Protective Services in Indiana, according to the report.

Frank Riggs was booked into J. Reuben Long Detention Center Monday morning and charged with assault with intent to commit criminal sexual conduct. His bond has not been set.
