Report: CSC suspect used 'fear and intimidation'

HORRY COUNTY, SC (WMBF) Police in Horry County have made an arrest in a criminal sexual conduct case reported in October of 2011.

A police report obtained by WMBF News states that officers responded to a complaint concerning criminal sexual conduct with a minor in Garden City during October 2011.

A complainant reported that her daughter had been molested by a 32-year-old male she described as 'extremely angry, possessive, and scary...who used fear and intimidation to get what he wanted from people.'

The victim's mother said that the behavior had been going on for years but her daughter had not told her about it until recently.

The report states that the victim and suspect sleep in the same bed from the time that the victim was seven years old, and that the suspect would touch her inappropriately when the mother was not present.

The report further states that the behavior occurred frequently when the victim's mother was out of the house, up until the time the victim turned 13.

The suspect reportedly tried to persuade the victim to perform similar acts on him by mentioning that someone she knew had done it before.

Chet Rumbley, 32, of Goose Creek was arrested Friday night and charged with criminal sexual conduct with a minor under 11. Rumbley remains incarcerated at J. Reuben Long Detention Center Monday. Bond has not been set.
