Red tape halts state schools from spending green

HORRY COUNTY, SC (WMBF) You're building a house. Rather than shopping for the best equipment or greatest deal on supplies, you have an "approved" list of vendors, managed by the state from which you can make your purchase, whether they offer the best purchase option or not.

That is exactly what's happening in state colleges. New construction projects, building plans, and campus improvements are put on hold, slowing the development of local jobs, because the state controls the check book.
