Endorsement letters raise questions in Horry Co. election

Horry County, SC - HORRY COUNTY, SC (WMBF) - Questions are being raised in the race for Horry County's top political spot after endorsement letters for Howard Barnard have surfaced.

The letters were signed by Horry County Councilman Al Allen, Horry County Councilman Bob Grabowski, Horry County Councilman Gary Loftus, and Horry County Councilman Harold Worley.  Each letter features a county seal at the top, but council members who support Barnard say it is not the official county letterhead.

The bottom of the letter claims it has not been paid for by government expenses, but some voters say the entire memo is misleading.

Herbert Hayden, executive director of the South Carolina Ethics Commission, says nothing appears to be unethical or illegal with the letters, despite the logo in question. Hayden says as long as the letters were not paid for by county money, the letters follow the rule of the law.
