Sean FitzgeraldSURFSIDE BEACH, SC (WMBF) - A man wanted by Surfside Beach Police on charges of criminal sexual conduct and kidnapping surrendered Wednesday.
Ebbin Carlton Ballard III was charged with first degree CSC and kidnapping stemming from an incident on July 30 in the parking lot of Surfside Live at 803 US-17 South.
A co-defendant, Sean Fitzgerald, surrendered Nov. 9. Both men face first degree criminal sexual conduct and kidnapping charges.
